SAM WILSON IS TRYING TO ASSEMBLE A NEW AVENGERS TEAM
A lot of information about Captain America: New World Order has been released by Marvel and various internet leakers. The latest scoop claims Sam Wilson will be fighting Thunderbolt Ross.
According to CanWeGetSomeToast, Sam is looking to assemble a new Avengers team in an effort to take down Thunderbolt Ross, who will be President of the United States in the film. This lines up with some of the casting announcements Marvel has made, as well as rumors from other sources, but it does not seem as though the new Avengers team will be the real Avengers lineup. It may be more of a makeshift Avengers team just to fight Ross.
At D23 Expo, Marvel made it official that Sam Wilson's Cap will be joined by Isaiah Bradley and Joaquin Torres from The Falcon and The Winter Soldier series, along with newcomer Sabra, played by Shira Haas.

On the villainous side, Tim Blake Nelson will return as The Leader, and Harrison Ford will take over as Thunderbolt Ross. All of this lines up with previous rumors about Hulk and She-Hulk appearing in the film.
Put that all together and a potential Avengers team could end up being Cap, Falcon (Torres), Isaiah Bradley (although more likely to be Eli Bradley), Sabra, Hulk, and She-Hulk. With Hulk and She-Hulk currently underpowered compared to the comics, even that full team could have issues taking on an enraged Red Hulk.

There have also been rumors of Moon Knight joining in on the fun, but that was before the confirmed script changes that happened earlier this year. It's unknown if Moon Knight will still play a role, but they could certainly use his help.

Captain America: New World Order is set to release in theaters on May 3, 2024, with Thunderbolts following right after on July 26, 2024. Marvel seems to have plans for a full-on Hulk family reunion. After Skaar's appearance in She-Hulk, the recasting of Thunderbolt Ross, and the return of The Leader and Abomination, the final piece is about to fall into place.
Liv Tyler, who played Betty Ross in 2008 for The Incredible Hulk is in active talks to return to the role. This rumor comes via MyTimeToShineHello, who has been accurate about a number of Marvel leaks over the past year.
